this point is the origing of the branch earth_cutoff_rigidity_mode. The branch contains the 2020 model of rigidity cutoff. The current model has issues, so the old model is takes instead. The plan is to adapt the code in this branch to the current core.

The test uses PARAM.in from SWMF_data/PT/AMPS/data/input/SEP/SC-IH--FL--PT (SWMF_data's commit a51cfd932bc3cf53e1af7fcc2e5722c8541968af)
