download_adapt_magnetogram() now gives a more helpful error message by
showing you what hours have files instead of just telling you file not
found.

This will speed up the `get_omni_data()` function even more by keeping
a local cache of the omni data.

This file gives sane defaults for users who have `set exrc` in their
vimrc.
